District of Columbia Policing Protection Act of 2025

This bill lowers the age at which an individual may be tried as an adult for certain criminal offenses in the District of Columbia (DC) to 14 years of age.

Under current DC law, an individual who is under 18 years of age is tried as a juvenile in family court. However, an individual who is 16 years of age or older may be tried as an adult if the individual is charged with murder, first-degree sexual abuse, burglary in the first degree, robbery while armed, or assault with intent to commit any such offense. Additionally, an individual who is 15 years of age or older may be tried as an adult if the individual is alleged to have committed a felony and it is determined that (1) it is in the interest of the public welfare to try the individual as an adult, and (2) there are no reasonable prospects for the individual's rehabilitation.

The bill lowers the minimum age to be tried as an adult in these cases to 14 years of age.

D. C. Criminal Reforms to Immediately Make Everyone Safe Act of 2025

This bill establishes or increases criminal penalties for certain non-U.S. nationals (aliens under federal law) who illegally enter the United States and then commit a felony or illegally reenter the United States.

The bill establishes a mandatory minimum prison term of 5 years and allows a life sentence for an individual who (1) improperly enters, or attempts to improperly enter, the United States; and (2) is subsequently convicted of a felony.

The bill increases the maximum term of imprisonment from 2 years to 5 years for repeated improper entry. 

The bill also increases from 2 years to 10 years the maximum term of imprisonment for an individual who had been denied entry into or removed from the United States and who later enters or attempts to enter without prior approval. The bill increases the maximum term of imprisonment from 10 to 15 years if such an individual was convicted of three or more specified types of misdemeanors before removal.

An individual who had been denied entry or removed three or more times and who later enters or attempts to enter the United States shall be fined, imprisoned for up to 10 years, or both.

The bill establishes a mandatory minimum term of imprisonment of 10 years and allows a life sentence for an individual who was convicted of a felony before removal, or convicted of illegal reentry at least two times before removal, and who subsequently enters or tries to enter the United States.

For each article or service identified, the review must address (1) the length of time to complete a transfer of the article or service through the FMS program as compared to the DCS process; (2) the impact of a transfer of the article or service through the DCS process on the workload of the State Department and the Department of Defense; and (3) the benefits of the transfer of the article or service through the DCS process to U.S. national security and competitiveness.  

Within 30 days of the completion of each annual review, the State Department must report to Congress on the results of the review.

Born-Alive Abortion Survivors Protection Act

This bill requires the Department of Homeland Security (DHS) to detain certain non-U.S. nationals (aliens under federal law) who have been arrested for burglary, theft, larceny, or shoplifting. The bill also authorizes states to sue the federal government for decisions or alleged failures related to immigration enforcement.

Under this bill, must detain an individual who (1) is unlawfully present in the United States or did not possess the necessary documents when applying for admission; and (2) has been charged with, arrested for, convicted of, or admits to having committed acts that constitute the essential elements of burglary, theft, larceny, or shoplifting.

The bill also authorizes state governments to sue for injunctive relief over certain immigration-related decisions or alleged failures by the federal government if the decision or failure caused the state or its residents harm, including financial harm of more than $100. Specifically, the state government may sue the federal government over a

decision to release a non-U.S. national from custody;
failure to fulfill requirements relating to inspecting individuals seeking admission into the United States, including requirements related to asylum interviews;
failure to fulfill a requirement to stop issuing visas to nationals of a country that unreasonably denies or delays acceptance of nationals of that country;
violation of limitations on immigration parole, such as the requirement that parole be granted only on a case-by-case basis; or
failure to detain an individual who has been ordered removed from the United States.

Laken Riley Act

This bill establishes certain criminal grounds for making non-U.S. nationals (aliens under federal law) inadmissible and expands the crimes for which a non-U.S. national is deportable.

First, the bill establishes that a non-U.S. national is inadmissible if the individual has admitted to or is convicted of acts constituting the essential elements of stalking, child abuse, child neglect, child abandonment, a sex offense, conspiracy to commit a sex offense, a violation of certain protection orders, or domestic violence (including physical or sexual abuse or a pattern of coercive behavior when it occurs within certain close relationships).  

Next, the bill establishes additional grounds for deportation. Under current law, a non-U.S. national is deportable for certain criminal convictions, including domestic violence, stalking, and child abuse. The bill makes any sex offense (including crimes against minors) or conspiracy to commit a sex offense a basis for deportation. The bill also expands the domestic violence crimes that make a non-U.S. national deportable to include physical or sexual abuse or a pattern of coercive behavior when it occurs within certain close relationships.

Thomas R. Carper Water Resources Development Act of 2024

This bill places limits on the authority of the Department of Energy (DOE) to prescribe or enforce energy conservation standards for clothes washers. Specifically, the bill prohibits DOE from prescribing or enforcing such standards unless they (1) are technologically feasible and economically justified, (2) are not likely to result in additional net costs to consumers, and (3) will result in significant conservation of energy.

Liberty in Laundry Act

This bill establishes within the Department of Homeland Security (DHS) a working group to assess and improve efforts to address security threats posed to the United States by the Chinese Communist Party (CCP). The threats to be addressed are terrorist, cybersecurity, border and port security, and transportation security threats.

The working group must examine and report on DHS efforts to counter such threats from the CCP and identify gaps in DHS activities to respond to these threats. The working group must account for the DHS resources dedicated to countering such threats, build upon existing evaluations, and avoid unnecessary duplication. The bill requires DHS to provide Congress with annual reports and briefings on the activities of the working group.

Further, the bill directs DHS to research and develop technologies and techniques for enhancing DHS's security and situational awareness relating to the threats posed by the CCP.

The bill also requires the Government Accountability Office to report to Congress on the bill's implementation.

This bill reauthorizes the ONDCP through 2031. This bill also broadens the definition of emerging drug threats and precursor chemicals and emphasizes harm reduction measures like naloxone distribution.

Office of National Drug Control Policy Reauthorization Act of 2024

This bill expands the requirements for federal agency rulemaking with respect to small businesses, organizations, and governmental jurisdictions.

Specifically, when conducting an initial regulatory flexibility analysis, agencies must include, where feasible, any reasonably foreseeable potential indirect costs the proposed rule may impose on such small entities.

Further, if an agency certifies that an initial regulatory flexibility analysis is not required because the rule will not have a significant economic impact on a substantial number of small entities, the agency must provide such certification within 10 days to the Office of Advocacy of the Small Business Administration. A small entity or group of small entities may petition the Office of Advocacy to review such certification. The petition must include specified information, such as the issues the petitioner believes should be addressed and a proposed solution to the issues raised.

If the Office of Advocacy ultimately determines, upon a full review of the petition, that the proposed rule would have a significant economic impact on a substantial number of small entities, the agency promulgating the rule must perform an initial and final regulatory flexibility analysis for the rule. Additionally, if the agency does not participate or assist in the full review process, the finalized rule shall not apply to small entities.

The bill also requires agencies to publish, and allow for comments on, all guidance documents with respect to any rule an agency determines is likely to have a significant economic impact on a substantial number of small entities.

Prove It Act of 2024

This bill reauthorizes through FY2030 and modifies several wildlife and conservation programs, including the Chronic Wasting Disease Task Force, the management of invasive species under the Fish and Wildlife Coordination Act, the North American Wetlands Conservation Act, the National Fish and Wildlife Foundation Establishment Act, the Chesapeake Bay Program, the Chesapeake Bay Initiative Act of 1998, and fish habitat conservation projects under the America's Conservation Enhancement Act.

In addition, the bill modifies the America's Conservation Enhancement Act, including to provide statutory authority for the U.S. Fish and Wildlife Service (FWS) to carry out a black vulture livestock protection program that allows one public entity per state to hold a statewide depredation permit to protect commercial agriculture livestock from black vulture predation. It also authorizes appropriations for the FWS to complete the National Fish Habitat Assessment and the associated database.

Finally, the bill extends through FY2030 a prohibition on the Environmental Protection Agency taking any action to regulate the lead content of sport fishing equipment or components under the Toxic Substances Control Act.
