What Massachusetts auditors examined

The approximately $1 billion description concerns the overall scale of emergency shelter and related services during the program’s period of rapid growth. It is a spending figure, not a proven fraud loss.



The Auditor’s Office reviewed shelter-provider payment records totaling approximately $700 million during its audit period. It reported that the housing agency spent another approximately $283 million after that period. Combined, those figures approach $983 million, although they cover different periods and must not be described as one confirmed loss.



Budget records also show multiple appropriations supporting the system. Massachusetts authorized approximately $326 million for Emergency Assistance Family Shelter and Services in the fiscal year 2025 budget and later added $425 million to fund shelter-related services through the remainder of that fiscal year. The fiscal year 2026 budget included approximately $276 million for continuing shelter operations and housing stabilization.

How much did Massachusetts spend?

The Executive Office of Housing and Livable Communities disputed significant portions of the audit. Its response emphasized the unprecedented demand facing the shelter system and maintained that emergency contracting allowed the state to meet urgent needs.



The agency also described reforms intended to reduce costs and strengthen oversight. These included reducing hotel shelter use, limiting shelter duration, improving financial controls, modifying procurement practices, and moving toward a smaller and more sustainable system.



Management disagreement does not erase an audit finding. It becomes part of the public record and shows which conclusions remain disputed. How did the Massachusetts agency respond?

New York State separately planned approximately $3.9 billion in emergency asylum-seeker spending from state fiscal years 2023 through 2027. That state figure should not be added automatically to the city totals because state funding may support or reimburse expenses also reflected within the broader response.

What New York City spent on emergency shelter services

A separate February 2024 Comptroller review compared four emergency staffing contracts with competitively procured shelter contracts and estimated public-employee costs.



The review found large differences for similar positions. One emergency contractor charged $139.22 per hour for an onsite leadership position, compared with $50.99 under a traditional competitively bid shelter contract. That was more than 170% higher.



The Comptroller concluded that using city employees would have been less expensive than paying certain emergency contractors. At one location, the review estimated that direct public employment could have saved as much as $50 million over one year. That figure is a projected potential saving based on a cost comparison, not money proven stolen or already recovered.



New York’s broader hotel-cost analysis also found that an estimated emergency shelter cost of $404 per day could potentially be reduced toward $306 by combining regular shelter service costs with the average negotiated hotel rate. The Comptroller described the difference as a significant cost-saving opportunity rather than a confirmed fraud loss.&nbsp;

What New York’s staffing review found

Emergency procurement increased the risk because agencies moved quickly, competition was limited, and oversight systems did not always develop as rapidly as spending.



However, a no-bid contract is not automatically corrupt. Emergency purchasing can be lawful when an agency faces an urgent need and documents why normal competitive procedures are impractical.

Did emergency contracting cause the problems?

Massachusetts and New York show what happens when emergency buying outpaces documentation and monitoring. Arizona law allows emergency procurement under <a href="https://www.azleg.gov/ars/41/02537.htm">A.R.S. §41-2537</a>, but it requires as much competition as practicable and a written determination explaining both the emergency and the choice of contractor. Arizona’s fiscal year 2024 single audit, filed April 23, 2026, found that six state agencies, including the Arizona Department of Housing, did not perform all required monitoring of subrecipients in three federal programs, increasing the risk that $114.6 million was not spent as intended. The same audit reported 22 federal findings and $40,802,572 in questioned costs. Contractor treatment is also under review in Arizona’s Democratic-led executive branch. The Department of Child Safety approved a special 30% rate increase for a group-home contractor in May 2023 after an earlier denial; the contractor and associated individuals had given $580,840 to the Arizona Democratic Party and the governor’s campaign, inaugural fund and legal defense fund between September 2022 and May 2024.
