Timeline of Michigan Pandemic-Relief Oversight

Michigan residents, businesses, agencies, and vendors participated in several federal and state relief efforts. The programs with the greatest exposure generally shared three features: money moved quickly, agencies relied heavily on information supplied by applicants, and verification often occurred after approval.

Which Pandemic Programs Faced the Greatest Fraud Risk?

The records use several financial and legal categories, and each describes a different point in the process.



Estimate: An amount calculated through sampling, modeling, data matching, or another stated method.



Improper payment: Money paid in the wrong amount, to an ineligible recipient, or without enough information to verify the payment.



Questioned cost: Spending an auditor identifies as unsupported, potentially unallowable, or requiring further examination.



Potentially fraudulent: A payment containing risk indicators that may warrant investigation.



Charged: A prosecutor has filed a criminal allegation.



Convicted: A guilty plea or court verdict has established criminal responsibility.



Restitution ordered: A court has directed a convicted defendant to repay an amount.



Recovered: Money has been collected, seized, forfeited, or returned.



A control failure is an audit finding involving eligibility, approval, documentation, delivery, payment, or monitoring. Evidence of bribery, bid manipulation, concealed conflicts, personal benefit, or an unlawful exchange would support a separate corruption inquiry.

How Financial and Legal Labels Apply

Congress created four temporary unemployment programs for workers affected by the pandemic, including people outside traditional state eligibility rules. Michigan’s Unemployment Insurance Agency processed a sharp increase in claims while introducing those federal categories.



The expanded system became a target for stolen identities, false employment histories, duplicate claims, multistate applications, and claims supported by unverifiable wages. Earlier technology and control problems carried into the emergency period, making it harder to review applications before payment.



<a href="https://www.gao.gov/products/gao-23-106696">GAO estimated</a> that nationwide unemployment insurance fraud likely totaled between $100 billion and $135 billion from April 2020 through May 2023. That represented approximately 11% to 15% of all unemployment benefits paid during the period. Status: estimate.



The figure covers state-administered unemployment programs nationwide. Michigan’s confirmed share requires state claim records, investigative findings, court judgments, recovery reports, and restitution orders.



Michigan audit records identified problems involving eligibility, claim progression, account charges, and payment controls. Later reviews also examined whether claimants moved through regular unemployment compensation and temporary federal programs in the proper order. Status: audit finding.

How Vulnerable Was Pandemic Unemployment Insurance?

The Small Business Administration administered PPP and COVID-19 EIDL, with private lenders participating in PPP. Michigan applicants received funds, and Michigan federal courts handled prosecutions involving the programs.



Applications could be submitted electronically using information supplied by the applicant. Early controls did not consistently confirm payroll records, tax filings, ownership, business activity, identity, or links among multiple applications before approval.



The <a href="https://legacy.sba.gov/document/report-23-09-covid-19-pandemic-eidl-ppp-loan-fraud-landscape">SBA Office of Inspector General estimated in June 2023</a> that more than $200 billion in PPP and COVID-19 EIDL funds had been disbursed to potentially fraudulent actors nationwide. The estimate represented at least 17% of approximately $1.2 trillion disbursed through the two programs. Status: estimate.



The OIG also reported that cooperation among SBA, financial institutions, and law enforcement had resulted in nearly $30 billion being seized or returned by June 2023. Status: recovered.



A <a href="https://www.gao.gov/products/gao-25-107267">March 2025 GAO review</a> found that SBA’s full antifraud process was implemented only after more than half of the programs’ funding had been approved. For COVID-19 EIDL, more than $210 billion of an eventual $385 billion had already been disbursed.



GAO also found that nearly 2 million of approximately 3 million SBA referrals to its inspector general could not be fully investigated because the referrals contained insufficient, duplicate, incorrect, or poor-quality information. Status: referred.

Why Were PPP and EIDL Vulnerable?

The <a href="https://audgen.michigan.gov/wp-content/uploads/2021/01/r000200020C-0707.pdf">Michigan Office of the Auditor General’s January 26, 2021 review</a> examined state COVID-19 expenditures through August 31, 2020.



The audit found that shared emergency procurement cards were used for $35.2 million in transactions. The use of shared cards made it more difficult to establish who completed and approved individual purchases. Auditors concluded that the transactions exposed state funds to potential abuse and misuse. Status: audit finding.



The Department of Technology, Management, and Budget also wired $96.9 million to 15 vendors before all contracted goods and services had been received. Auditors said advance payment increased exposure to fraud, waste, and lost funds. Status: audit finding.



The audit recommended more comprehensive emergency procurement policies and stronger controls confirming that agencies received the goods and services purchased.

What Did Michigan’s Emergency Purchasing Audit Find?

The major pandemic programs crossed two federal relief periods. The CARES Act became law in March 2020 and created or expanded unemployment assistance, PPP, COVID-19 EIDL, and other emergency programs. The American Rescue Plan became law in March 2021 and continued or expanded several forms of assistance.



Michigan agencies administered unemployment benefits and state emergency spending. Federal agencies controlled the central PPP and EIDL rules. Michigan businesses and residents participated in those federal programs, and Michigan-linked allegations were handled through individual federal investigations and court cases.



The dates and responsible institutions define the scope of each finding. Michigan’s executive agencies are responsible for their state-level controls, vendor management, payment review, corrective actions, and public reporting during the period they administered the programs.

When Were the Programs Created?

Several weaknesses appeared across the pandemic-relief record.

Which Oversight Failures Mattered Most?

In its January 2021 response to the Michigan Auditor General, the Department of Technology, Management, and Budget disagreed with the finding concerning $35.2 million in shared purchasing-card transactions. The department agreed with the recommendation for more comprehensive emergency procurement controls connected to the $96.9 million in advance vendor payments.



SBA disputed aspects of the OIG’s methodology for estimating potentially fraudulent PPP and EIDL disbursements and published a lower estimate using a different approach. The OIG retained its more than $200 billion estimate and explained the investigative and analytical methods supporting it.



In March 2025, SBA OIG reported that SBA had closed 38 of 77 pandemic-related recommendations. The remaining 39 were still open as of the June 2023 baseline used in the update. Status: under investigation through corrective action.



Michigan’s Unemployment Insurance Agency has reported changes involving identity verification, claim review, investigative referrals, and recovery activity. Final evaluation requires follow-up audits showing which recommendations were implemented and whether the revised controls worked.

The Institution’s Response

Michigan’s emergency procurement audit gives Arizona a direct test for crisis spending. Before paying a vendor, an Arizona agency should document who selected the company, why ordinary competition was shortened, how the price was evaluated, what was delivered, and who approved payment.
