ActBlue is a private fundraising platform that processes contributions for Democratic campaigns, political committees, progressive organizations, and nonprofit groups. The organization describes itself as a technology platform and conduit rather than the ultimate recipient of every contribution processed through its system.



ActBlue’s importance to Democrats makes its financial controls an accountability issue extending beyond a single campaign. The platform collects donor information, processes payments, transfers money to participating organizations, maintains transaction records, and helps committees comply with reporting requirements. ActBlue’s own materials describe it as foundational Democratic infrastructure and report that millions of people have used its services.



That institutional role is why searches for “ActBlue fraud,” “Democrat fundraising fraud,” and “Democrats are corrupt” frequently lead to the congressional investigation. However, each transaction and allegation must retain its documented status.

What is ActBlue?

The House Judiciary Committee, Committee on House Administration, and Committee on Oversight and Government Reform began examining ActBlue’s fraud-prevention practices in 2023. The Committee on House Administration publishes an <a href="https://cha.house.gov/actblue-investigation-timeline">ActBlue investigation timeline</a> listing subpoenas, letters and reports.



Their April 2, 2025 interim staff report alleged that ActBlue made its fraud-prevention standards more lenient twice during 2024. According to the committees, internal training materials instructed reviewers to search for reasons to accept contributions instead of rejecting transactions based on one suspicious characteristic. The report also said ActBlue had identified at least 22 significant suspected fraud campaigns, nine of which had a foreign connection. During a 30-day period in September and October 2024, the platform reportedly detected 237 contributions made from foreign IP addresses with domestic prepaid cards. The committees presented these records as evidence of vulnerabilities that could be exploited for prohibited foreign contributions or straw donations. The number 237 describes transactions flagged through particular characteristics. It is not a count of convictions or adjudicated violations. Establishing an unlawful foreign contribution would require evidence about the actual source of the funds, the donor’s citizenship or eligibility, the cardholder, the person controlling the transaction, and the recipient committee’s knowledge.



The committees’ April 2, 2025 interim staff report says that between September 2022 and November 2024, ActBlue internally tagged donations as potentially fraudulent at least 1,900 times. That figure should be reported as an investigative classification rather than a proven fraud-loss total. A flagged transaction can prompt review, rejection, refund, or further investigation without necessarily establishing criminal conduct. What did congressional investigators allege?

Federal law restricts contributions from foreign nationals and prohibits contributions made in another person’s name. Online platforms therefore need controls capable of detecting concealed identities, unusual transaction patterns, mismatched payment information, foreign locations, repeated contributions, and prepaid cards whose true purchaser may be difficult to identify.



An IP address can show where an internet connection appeared to originate, but it does not conclusively identify the donor. American citizens may contribute while traveling or living abroad, and location-masking technology can make an address misleading. A prepaid card can also be used legally. The combination of a foreign IP address, domestic prepaid card, questionable donor identity, repeated transactions, or inconsistent records creates a stronger reason for investigation.



To establish ActBlue fraud in a particular transaction, investigators would ordinarily need:



&#8211; Payment-card and bank records



&#8211; Donor identity and eligibility documentation



&#8211; IP, device, and account-access information



&#8211; Transaction-review notes and risk scores



&#8211; Refund and chargeback records



&#8211; Communications involving the donor or recipient



&#8211; Evidence identifying the true source of the money



&#8211; Proof of knowledge or intent where the alleged offense requires it



These records determine whether a transaction was lawful, mistakenly flagged, rejected, refunded, unauthorized, or deliberately concealed.

Why foreign IP addresses and prepaid cards matter

The congressional report alleged that ActBlue loosened its internal fraud rules twice in 2024 despite known attempts to misuse the platform. The committees also criticized the platform for previously processing credit-card contributions without requiring a card verification value, commonly called a CVV.



A state attorney general opened an investigation in December 2023. In August 2024, ActBlue began requiring credit-card donors to provide CVV codes. That office made a criminal referral to the Justice Department on October 24, 2024 concerning alleged straw-donation activity. The referral requested federal review but did not constitute a criminal charge or finding of guilt.



ActBlue says its current system applies automated behavioral modeling with more than 140 signals, manually reviews certain flagged transactions, verifies addresses and CVV information, and screens for potentially prohibited foreign contributions. It also says it now blocks political contributions associated with foreign mailing addresses, foreign IP addresses, or foreign bank-identification numbers.&nbsp;



The disputed issue is therefore broader than whether ActBlue has fraud controls today. Investigators are examining which controls existed during the relevant transactions, when those standards changed, why they changed, how suspicious donations were resolved, and whether earlier descriptions of those procedures were accurate.

What fraud controls changed?

On April 24, 2025, the executive branch directed the Justice Department, in consultation with the Treasury Department, to investigate allegations involving unlawful straw donations, dummy accounts, and foreign contributions processed through online fundraising platforms. A directive to investigate does not establish that an offense occurred. It authorizes or requests investigators to evaluate the allegations, obtain relevant information, and determine whether enforcement action is warranted.



As of the last review on September 10, 2026, publicly searchable Justice Department announcements examined for this page did not show a criminal charge against ActBlue arising from these allegations. That is a description of the publicly available status, not a representation about confidential investigative activity.

What did the April 2025 federal directive require?

In April 2026, the committees issued further allegations that ActBlue had withheld responsive documents and may have made misleading statements about its foreign-donation controls. The committees relied partly on internal legal and compliance records described in public reporting.



ActBlue rejected those claims. In an April 28 response, its counsel said the disputed documents involved attorney-client communications, maintained that the platform had produced responsive nonprivileged materials, and agreed to provide a privilege log and additional documents. ActBlue also disputed the committees’ interpretation of its fraud-control records and described the investigation as politically motivated.&nbsp;



On June 2, 2026, the committees requested records and interviews from five board members, alleging that the board had received information about potential foreign-donation vulnerabilities and possibly misleading prior statements. Those remain committee allegations rather than adjudicated findings.



The platform’s chief executive appeared at a June 10, 2026 public hearing about donation transparency, verification, and accountability. The witness invoked the Fifth Amendment in response to numerous questions. The committees’ April 20, 2026 interim staff report says five current or former employees invoked the Fifth Amendment 146 times during earlier depositions. On August 20, 2026, a co-founder reportedly invoked the Fifth Amendment during a closed-door congressional deposition. Invoking that constitutional right is not a conviction or independent proof that an offense occurred. It shows that witnesses declined to provide potentially self-incriminating testimony while the investigation remained active.

What happened during the 2026 congressional inquiry?

ActBlue is a national private organization headquartered outside New York. The central congressional and Justice Department inquiries are federal matters, not audits conducted by the New York State Comptroller or New York City Comptroller.



New York enters the evidence review because Democratic committees and organizations operating in the state may receive contributions processed by ActBlue. Federal Election Commission records and applicable New York campaign-finance filings can help taxpayers and voters trace reported contributions, refunds, recipients, dates, and amounts.



New York reporting also helped disclose internal disputes over ActBlue’s representations and foreign-donation screening. However, publication by a New York news organization does not create New York jurisdiction or establish misconduct within a New York government institution.



A New York-specific finding would require records connecting a questioned transaction to a New York recipient, donor, committee, election, enforcement matter, or court proceeding. The New York comptrollers generally oversee public money, not the ordinary finances of a private national political fundraising platform.
