Additionally, the bill restricts state agencies from assisting with investigations or proceedings initiated in other states related to the provision of reproductive health care services that are legal in Nevada. Finally, the bill requires health care licensing boards to examine the feasibility of providing reciprocal licensing for health care providers who offer reproductive health care services in other states, in order to facilitate the provision of such services to people from out of state seeking them in Nevada.

Prohibitiing Health Care Liscencing Boards for Disciplining a Person for Providing an Abortion

This bill prohibits a person who is less than 21 years of age from possessing certain firearms, such as semiautomatic shotguns and semiautomatic centerfire rifles. It also imposes penalties on those who aid or knowingly permit a person under 21 to possess such firearms, with harsher penalties if the person knows there is a substantial risk the firearm will be used for a violent act. The bill also adds provisions related to the negligent storage of firearms that could be accessed by a person under 21. Additionally, the bill restricts children aged 14 and older from handling or possessing certain semiautomatic firearms, even with parental permission, and requires that rifles and shotguns be stored unloaded and securely locked when not in use.

Increasing the Minimum Age to own a Firearm

This bill prohibits a person from purchasing, owning, or possessing a firearm if they have been convicted within the last 10 years of a "hate crime" or "hate crime involving violence". A "hate crime" is defined as an offense punishable as a gross misdemeanor due to the offender's conduct being motivated by certain characteristics of the victim or an offense where the court imposed an additional penalty based on the offender's motivation. The bill provides an exception for individuals who legally owned a firearm before July 1, 2023, and were convicted of a hate crime or hate crime involving violence prior to that date.

This bill establishes the maximum allowed salaries for certain state employees, with increases of 12% effective July 1, 2023, and 4% effective July 1, 2024. It makes appropriations from the State General Fund and State Highway Fund to cover these salary increases, as well as retention incentives and a plan to encourage continuity of service for eligible state employees. The bill also eliminates a salary limitation and revises provisions relating to the designation of the Legislative Fiscal Officer.

It also adds training in cultural competency for interacting with such offenders to the program of facility training for correctional staff. The bill defines the terms "gender non-binary," "gender non-conforming," "intersex," and "transgender" for the purposes of these regulations and training. The bill makes various appropriations to support these provisions.

The bill also requires manufacturers of cookware containing intentionally added PFAS to provide certain information to customers, including a list of the PFAS substances and an internet address and QR code for a website with more information. Violations of these provisions are punishable as misdemeanors.

This bill establishes provisions governing the prescribing, dispensing and administering of medication designed to end the life of a patient. The key provisions include: - Authorizing a physician or advanced practice registered nurse to prescribe such medication to a patient under certain circumstances, such as if the patient is at least 18 years old, has been diagnosed with a terminal condition, has made an informed and voluntary decision to end their life, is mentally capable, and is not requesting the medication due to coercion. - Requiring specific procedures for a patient to request the medication, including two verbal requests and one written request. - Imposing requirements on practitioners before prescribing the medication, such as informing the patient of the right to revoke the request, verifying the patient meets the requirements, and referring the patient to a consulting practitioner. - Allowing a patient to revoke the request at any time and prohibiting anyone other than the patient from administering the medication. - Requiring providers to document information about requests and prescriptions in the patient's medical records. - Providing immunity to certain providers who take actions authorized by the bill and prohibiting providers from taking certain actions against employees or contractors who provide information about end-of-life options. - Prohibiting conditions in wills, contracts, or insurance policies from being based on whether a person requests or obtains the medication.
