This bill revises provisions relating to voter registration. It requires the Department of Motor Vehicles (DMV) in counties with a population of 100,000 or more (Clark and Washoe counties) to have extended hours of operation during certain periods before and after elections to allow people to apply for or renew driver's licenses and identification cards without requiring an appointment. The bill also makes an appropriation to the DMV for additional security costs related to the extended hours. The key changes include: - Allowing voters to register to vote in person during early voting or on election day by providing a current and valid driver's license, identification card, or tribal ID as proof of identity and residency, with some exceptions where a provisional ballot can be cast. - Requiring the DMV in larger counties to be open on weekends and extended hours during the 2 weeks before the voter registration deadline and 6 days after elections, solely for issuing or renewing licenses and IDs. - Prohibiting the DMV in larger counties from requiring appointments during those same periods. - Appropriating $15,449 from the State Highway Fund to the DMV for additional security costs related to the extended hours.

Relaxing Requirements to Register to Vote

This bill prohibits a person who is less than 21 years of age from possessing certain firearms, such as semiautomatic shotguns and semiautomatic centerfire rifles. It also imposes penalties on those who aid or knowingly permit a person under 21 to possess such firearms, with harsher penalties if the person knows there is a substantial risk the firearm will be used for a violent act. The bill also adds provisions related to the negligent storage of firearms that could be accessed by a person under 21. Additionally, the bill restricts children aged 14 and older from handling or possessing certain semiautomatic firearms, even with parental permission, and requires that rifles and shotguns be stored unloaded and securely locked when not in use.

Increasing the Minimum Age to own a Firearm

This bill prohibits a person from purchasing, owning, or possessing a firearm if they have been convicted within the last 10 years of a "hate crime" or "hate crime involving violence". A "hate crime" is defined as an offense punishable as a gross misdemeanor due to the offender's conduct being motivated by certain characteristics of the victim or an offense where the court imposed an additional penalty based on the offender's motivation. The bill provides an exception for individuals who legally owned a firearm before July 1, 2023, and were convicted of a hate crime or hate crime involving violence prior to that date.

Banning the Purchase of a Firearm for Citizens who have been Convicted of a Hate Crime

This bill introduces new penalties for trafficking and possessing fentanyl, lowering the threshold for what constitutes trafficking from 100 grams to 28 grams- which is a Category B felony with a potential prison sentence of one to ten years. Higher quantities, between 42 and 100 grams, are subject to more severe penalties, including imprisonment for two to fifteen years. SB35 also establishes penalties for the intentional misrepresentation of fentanyl products. The bill requires state and local law enforcement agencies, along with the Nevada Sentencing Commission, to submit detailed reports on fentanyl.

Increased penalties for fentanyl trafficking

This bill establishes the maximum allowed salaries for certain state employees, with increases of 12% effective July 1, 2023, and 4% effective July 1, 2024. It makes appropriations from the State General Fund and State Highway Fund to cover these salary increases, as well as retention incentives and a plan to encourage continuity of service for eligible state employees. The bill also eliminates a salary limitation and revises provisions relating to the designation of the Legislative Fiscal Officer.

This bill requires the Director of the Department of Corrections, with the approval of the Board of State Prison Commissioners, to adopt regulations prescribing standards for the supervision, custody, care, security, housing, and medical and mental health treatment of offenders who are transgender, gender non-conforming, gender non-binary, and intersex. It also adds training in cultural competency for interacting with such offenders to the program of facility training for correctional staff. The bill defines the terms "gender non-binary," "gender non-conforming," "intersex," and "transgender" for the purposes of these regulations and training. The Director must adopt the required regulations by January 1, 2024.

Regulations for Transgenders in Correctional Facilities

This bill mandates health maintenance organizations (HMOs) and cities to reinvest a portion of their profits into specific social programs addressing homelessness, medication services, and other social programs. It revises the duties of the reinvestment advisory committee in counties with populations over 700,000 (currently only Clark County) to focus on the reinvestment of funds by MCOs to address homelessness and provide the services mentioned above. It requires DHHS to establish the Fiscal Advisory Committee for a Flexible Continuum of Care Plan, which will receive funding to provide these social programs.

This bill requires the Director to apply for federal authority to provide prenatal, labor, and delivery coverage under the Children's Health Insurance Program for uninsured individuals due to immigration status, and makes an appropriation for this purpose. SB419 declares that all state residents are eligible for Medicaid, regardless of immigration or citizenship status, and can receive benefits. Further, it creates the Medicaid Outreach Advisory Committee to advise on outreach to and enrollment of marginalized or underserved communities in Medicaid and CHIP.

It also prohibits the Governor from surrendering or issuing an arrest warrant for a person in Nevada who is charged in another state for a criminal violation related to reproductive health care services, unless the acts would also be a crime in Nevada. Additionally, the bill restricts state agencies from assisting with investigations or proceedings initiated in other states related to the provision of reproductive health care services that are legal in Nevada. Finally, the bill requires health care licensing boards to examine the feasibility of providing reciprocal licensing for health care providers who offer reproductive health care services in other states, in order to facilitate the provision of such services to people from out of state seeking them in Nevada.

Prohibitiing Health Care Liscencing Boards for Disciplining a Person for Providing an Abortion

This bill requires certain public and private health insurance policies, including Medicaid, to cover the treatment of conditions relating to gender dysphoria and gender incongruence. It prohibits insurers from discriminating against individuals on the basis of gender identity or expression. The bill also authorizes the Commissioner of Insurance to suspend or revoke the certificate of a health insurer that fails to comply with these requirements. Additionally, the bill makes appropriations and authorizes expenditures to cover the costs of providing this coverage under Medicaid.

The bill also requires manufacturers of cookware containing intentionally added PFAS to provide certain information to customers, including a list of the PFAS substances and an internet address and QR code for a website with more information.
