Banning the Purchase of a Firearm for Citizens who have been Convicted of a Hate Crime

This bill prohibits a person from purchasing, owning, or possessing a firearm if they have been convicted within the last 10 years of a "hate crime" or "hate crime involving violence". A "hate crime" is defined as an offense punishable as a gross misdemeanor due to the offender's conduct being motivated by certain characteristics of the victim or an offense where the court imposed an additional penalty based on the offender's motivation. The bill provides an exception for individuals who legally owned a firearm before July 1, 2023, and were convicted of a hate crime or hate crime involving violence prior to that date.1
