D. C. Criminal Reforms to Immediately Make Everyone Safe Act of 2025

This bill limits the District of Columbia’s authority to modify criminal sentencing laws, prohibiting changes to sentences in effect on the bill’s enactment date. It reduces the maximum age for youth offenders from 24 to 18 and repeals D.C. courts’ discretion to issue sentences below mandatory minimums for youth offenders, except for certain violent crimes. It also requires D.C.’s Attorney General to publish and update monthly youth offender crime data on a public website.1
