The DHS Restrictions on Confucius Institutes and Chinese Entities of Concern Act aims to limit the influence of the Chinese government and Communist Party within United States higher education. It restricts institutions of higher education that have relationships with Confucius Institutes, the Thousand Talents Program, or Chinese entities of concern from receiving funds from the Department of Homeland Security (DHS). The Act defines 'Chinese entity of concern' and outlines conditions under which the Secretary of Homeland Security can waive these restrictions, including requirements for robust safeguards and a determination that the relationship is in the national security interests of the United States or does not present a national security risk. The Act also mandates outreach and technical assistance from the DHS to help institutions comply, as well as annual reports to Congress on the Act's implementation.1
