This bill eliminates the requirement that members of certain town advisory councils and boards be qualified electors (registered voters). The bill applies to citizens' advisory councils in towns in counties with populations under 100,000, as well as town advisory boards in unincorporated towns in any county, if the county commissioners have not designated specific services for the board to manage. The bill also makes a conforming change to the declaration of candidacy form for those town advisory board positions.

This bill prohibits a person from purchasing, owning, or possessing a firearm if they have been convicted within the last 10 years of a "hate crime" or "hate crime involving violence". A "hate crime" is defined as an offense punishable as a gross misdemeanor due to the offender's conduct being motivated by certain characteristics of the victim or an offense where the court imposed an additional penalty based on the offender's motivation. The bill provides an exception for individuals who legally owned a firearm before July 1, 2023, and were convicted of a hate crime or hate crime involving violence prior to that date.
