The bill shortens the state residency requirement for in-state tuition and fee waivers from five years to three years for veterans, spouses, and children who were not Wisconsin residents when they joined the military. It also removes the rule that veterans must have been Wisconsin residents when they entered active duty to qualify for in-state tuition.
