Born-Alive Abortion Survivors Protection Act

This bill requires the Department of Homeland Security (DHS) to detain certain non-U.S. nationals (aliens under federal law) who have been arrested for burglary, theft, larceny, or shoplifting. The bill also authorizes states to sue the federal government for decisions or alleged failures related to immigration enforcement.

Under this bill, must detain an individual who (1) is unlawfully present in the United States or did not possess the necessary documents when applying for admission; and (2) has been charged with, arrested for, convicted of, or admits to having committed acts that constitute the essential elements of burglary, theft, larceny, or shoplifting.

The bill also authorizes state governments to sue for injunctive relief over certain immigration-related decisions or alleged failures by the federal government if the decision or failure caused the state or its residents harm, including financial harm of more than $100. Specifically, the state government may sue the federal government over a

decision to release a non-U.S. national from custody;
failure to fulfill requirements relating to inspecting individuals seeking admission into the United States, including requirements related to asylum interviews;
failure to fulfill a requirement to stop issuing visas to nationals of a country that unreasonably denies or delays acceptance of nationals of that country;
violation of limitations on immigration parole, such as the requirement that parole be granted only on a case-by-case basis; or
failure to detain an individual who has been ordered removed from the United States.

Laken Riley Act

This bill establishes certain criminal grounds for making non-U.S. nationals (aliens under federal law) inadmissible and expands the crimes for which a non-U.S. national is deportable.

First, the bill establishes that a non-U.S. national is inadmissible if the individual has admitted to or is convicted of acts constituting the essential elements of stalking, child abuse, child neglect, child abandonment, a sex offense, conspiracy to commit a sex offense, a violation of certain protection orders, or domestic violence (including physical or sexual abuse or a pattern of coercive behavior when it occurs within certain close relationships).  

Next, the bill establishes additional grounds for deportation. Under current law, a non-U.S. national is deportable for certain criminal convictions, including domestic violence, stalking, and child abuse. The bill makes any sex offense (including crimes against minors) or conspiracy to commit a sex offense a basis for deportation. The bill also expands the domestic violence crimes that make a non-U.S. national deportable to include physical or sexual abuse or a pattern of coercive behavior when it occurs within certain close relationships.

This bill establishes within the Department of Homeland Security (DHS) a working group to assess and improve efforts to address security threats posed to the United States by the Chinese Communist Party (CCP). The threats to be addressed are terrorist, cybersecurity, border and port security, and transportation security threats.

The working group must examine and report on DHS efforts to counter such threats from the CCP and identify gaps in DHS activities to respond to these threats. The working group must account for the DHS resources dedicated to countering such threats, build upon existing evaluations, and avoid unnecessary duplication. The bill requires DHS to provide Congress with annual reports and briefings on the activities of the working group.

Further, the bill directs DHS to research and develop technologies and techniques for enhancing DHS's security and situational awareness relating to the threats posed by the CCP.

The bill also requires the Government Accountability Office to report to Congress on the bill's implementation.

Office of National Drug Control Policy Reauthorization Act of 2024

This bill expands the requirements for federal agency rulemaking with respect to small businesses, organizations, and governmental jurisdictions.

Specifically, when conducting an initial regulatory flexibility analysis, agencies must include, where feasible, any reasonably foreseeable potential indirect costs the proposed rule may impose on such small entities.

Further, if an agency certifies that an initial regulatory flexibility analysis is not required because the rule will not have a significant economic impact on a substantial number of small entities, the agency must provide such certification within 10 days to the Office of Advocacy of the Small Business Administration. A small entity or group of small entities may petition the Office of Advocacy to review such certification. The petition must include specified information, such as the issues the petitioner believes should be addressed and a proposed solution to the issues raised.

If the Office of Advocacy ultimately determines, upon a full review of the petition, that the proposed rule would have a significant economic impact on a substantial number of small entities, the agency promulgating the rule must perform an initial and final regulatory flexibility analysis for the rule. Additionally, if the agency does not participate or assist in the full review process, the finalized rule shall not apply to small entities.

The bill also requires agencies to publish, and allow for comments on, all guidance documents with respect to any rule an agency determines is likely to have a significant economic impact on a substantial number of small entities.

Prove It Act of 2024

This bill reauthorizes through FY2030 and modifies several wildlife and conservation programs, including the Chronic Wasting Disease Task Force, the management of invasive species under the Fish and Wildlife Coordination Act, the North American Wetlands Conservation Act, the National Fish and Wildlife Foundation Establishment Act, the Chesapeake Bay Program, the Chesapeake Bay Initiative Act of 1998, and fish habitat conservation projects under the America's Conservation Enhancement Act.

In addition, the bill modifies the America's Conservation Enhancement Act, including to provide statutory authority for the U.S. Fish and Wildlife Service (FWS) to carry out a black vulture livestock protection program that allows one public entity per state to hold a statewide depredation permit to protect commercial agriculture livestock from black vulture predation. It also authorizes appropriations for the FWS to complete the National Fish Habitat Assessment and the associated database.

Finally, the bill extends through FY2030 a prohibition on the Environmental Protection Agency taking any action to regulate the lead content of sport fishing equipment or components under the Toxic Substances Control Act.

Geothermal Leasing and Hostage Tax Relief Act

This bill requires the Department of the Interior to increase the frequency of lease sales under the Geothermal Steam Act of 1970 and establishes deadlines for consideration of geothermal drilling permits.

Specifically, Interior must increase the frequency of competitive geothermal lease sales in any state that has pending nominations of federal land to be leased for certain geothermal energy projects. Currently, Interior must hold lease sales at least once every two years. This bill requires Interior to hold a sale at least once a year. If a lease sale is canceled or delayed, then Interior must conduct a replacement sale during the same year. In conducting a lease sale in a state, Interior must offer all nominated parcels eligible for geothermal development and utilization under the resource management plan in effect for the state.  

In addition, this bill requires Interior to notify an applicant whether or not its application for a geothermal drilling permit is complete within 30 days of receiving the application. If Interior determines that the application is complete, then it must issue a final decision on the application within 30 days of the date Interior sent the notification.

This bill requires the Department of Education (ED) to make the Free Application for Federal Student Aid (FAFSA) available by October 1 of each year. (Students apply for federal student aid by completing the FAFSA.). Under current law, ED must enable applicants to submit the FAFSA and initiate the processing of submitted FAFSAs by January 1 of the applicant's planned year of enrollment, and to the maximum extent practicable, on or around October 1 prior to the applicant's planned year of enrollment. This bill removes the January 1 flexibility and imposes a statutory deadline for release of the FAFSA as October 1.  The bill also requires ED to certify to Congress by September 1 whether or not the FAFSA will be ready on October 1. If the FAFSA will not be ready by October 1, then the bill requires the Secretary of Education to testify to Congress on (1) the anticipated failure to meet the deadline, and (2) the financial impact on students and families.

FAFSA Deadline Act

This bill modifies the Energy Act of 2020 to expand the definition of critical minerals to include critical materials designated by the Department of Energy (DOE).  Under current law, DOE's critical materials list contains certain materials that are essential for energy, including those on the critical minerals list of the U.S. Geological Survey (USGS). The USGS's list, which contains certain minerals that are essential to the nation's economic or national security, is not required to include the materials on DOE's list. Currently, both lists include minerals with a high risk of supply chain disruptions, and both DOE and USGS must conduct a variety of efforts to ensure a secure and reliable supply chain of the minerals.  By expanding the definition of critical minerals, this bill requires the USGS to include on its list the materials on DOE's list. Within 45 days of DOE adding a  mineral, element, substance, or material to its critical materials list, the USGS must update its list to include such mineral, element, substance, or material.

Critical Mineral Consistency Act of 2024

This bill exempts certain geothermal activities on state and private lands (except Indian lands) from drilling permit requirements as well as environmental and historic preservation review requirements.  First, the bill prohibits the Department of the Interior from requiring an operator to obtain a drilling permit under the Geothermal Steam Act of 1970 for any geothermal exploration and production activity conducted on a nonfederal surface estate (i.e., the part of the estate that is above ground) if (1) the United States holds an ownership interest of less than 50% of the subsurface geothermal estate to be accessed by the proposed action, and (2) the operator submits to Interior a state permit to conduct the geothermal exploration and production activity on the nonfederal surface estate.   Next, the bill states that such geothermal exploration and production activity is not considered a major federal action under National Environmental Policy Act of 1969 (NEPA). Thus, such activity does not trigger NEPA's environmental review requirements.  In addition, the bill exempts such activity from the consultation requirements under the Endangered Species Act of 1973. It also exempts the activity from review under the National Historic Preservation Act unless the state in which the activity occurs does not have a state law that addresses the preservation of historic properties.

Streamlined Education and Energy Act of 2024

This bill repeals provisions that reduce Social Security benefits for individuals who receive other benefits, such as a pension from a state or local government.
The bill eliminates the government pension offset, which in various instances reduces Social Security benefits for spouses, widows, and widowers who also receive government pensions of their own.
The bill also eliminates the windfall elimination provision, which in some instances reduces Social Security benefits for individuals who also receive a pension or disability benefit from an employer that did not withhold Social Security taxes.
These changes are effective for benefits payable after December 2023.

Social Security Fairness Act of 2023

This bill phases in a new funding formula for determining benefit amounts under the windfall elimination provision (WEP). The WEP reduces Social Security retirement and disability benefits for those who receive pensions for certain non-covered employment.
The new formula adjusts an individual's total lifetime earnings based on the proportion of those earnings subject to Social Security payroll taxes. It applies to individuals who (1) become eligible for Social Security benefits after 2067, and (2) have earnings from non-covered service performed in a year after 1977. Beneficiaries who become eligible for benefits between 2025 and 2067 receive the higher of their benefit calculated under the existing WEP or the new formula. In addition, certain beneficiaries currently impacted by the WEP receive an additional payment.
The Social Security Administration must include non-covered earnings in Social Security account statements and must study the feasibility of partnering with certain pension systems to address data sharing issues related to non-covered pensions.

Equal Treatment of Public Servants Act of 2023

This bill provides statutory authority for designated congressional election observers. Designated congressional election observer refers to an employee of the House of Representatives who is designated in writing by the chair or ranking minority member of the Committee on House Administration to gather information with respect to an election, including in the event that the election is contested in the House and for other purposes permitted by Article I, Section 5, clause 1 and Article I, Section 4, clause 1 of the U.S. Constitution.

The bill requires states to provide designated congressional election observers with full access to clearly observe all elements of administration procedures of federal elections, including access to any area in which a ballot is cast, processed, scanned, tabulated, canvassed, recounted, audited, or certified, including during pre- and post-election procedures.

The bill prohibits such an observer from handling ballots or election equipment, advocating for a position or candidate, taking any action to reduce ballot secrecy or voter privacy, taking any action to interfere with the ability of a voter to cast a ballot or an election administrator to carry out the administrator's duties, or otherwise interfering with the election administration process.

The bill specifies the conduct for which designated congressional election observers may be removed by election officials. In the event of removal, the election official must provide written notice to the chair and ranking minority member of the Committee on House Administration.

Specifically, the bill provides continuing FY2025 appropriations to federal agencies through the earlier of December 20, 2024, or the enactment of the applicable appropriations act. It is known as a continuing resolution (CR) and prevents a government shutdown that would otherwise occur if the FY2025 appropriations bills have not been enacted when FY2025 begins on October 1, 2024. 

The CR funds most programs and activities at the FY2024 levels with several exceptions that provide funding flexibility and additional appropriations for various programs. For example, the bill provides additional funding for the Secret Service to carry out protective operations, including for the 2024 presidential campaign and National Special Security Events.

The Department of Energy (DOE) must establish a five-year initiative under which DOE awards financial assistance for carrying out demonstration projects—on low- to mid-technology readiness level subjects—to achieve deployment of technologies that (1) are applicable to pipelines and associated infrastructure; and (2) involve the development of next generation pipeline systems, components, and related technologies. DOE must select projects that (1) best advance research undertaken by DOE and the Department of Transportation (DOT), and (2) incorporate a range of technology focus areas.

In consultation with DOT and the National Institute of Standards and Technology (NIST), DOE must establish a joint research and development program concerning advanced and innovative materials and technologies for pipeline transportation systems. DOE must enter into or update an existing memorandum of understanding with DOT and NIST to administer the joint program.

DOE must also establish a National Pipeline Modernization Center, which must focus on collaborating with industry and stakeholders to coordinate and carry out research, development, and demonstration projects related to commercializing cost-effective products and procedures aligned with the goals and priorities set forth by DOE. 

Additionally, NIST must carry out a program of measurement research, development, demonstration, and standardization to (1) ensure the integrity of pipeline facilities; and (2) support pipeline safety, security, efficiency, sustainability, and resilience.

This bill establishes the Department of Homeland Security (DHS) Cybersecurity On-the-Job Training Program within the Cybersecurity and Infrastructure Security Agency (CISA).

The program must train DHS employees holding non-cybersecurity positions for work in matters relating to cybersecurity at the department. The curriculum for the program must be consistent with the National Initiative for Cybersecurity Education Framework.

The bill also requires CISA to issue an annual report to Congress describing the number of participants, positions into which participants were hired, and related details about the program.

United States Commission on International Religious Freedom Reauthorization Act of 2024 

This bill reauthorizes through FY2025 the programs and activities of the National Aeronautics and Space Administration (NASA). It also establishes and revises various NASA programs relating to space exploration, research, and technology.

For example, the bill directs NASA to continue its efforts to support crewed lunar landings and Mars explorations, including through partnerships with the private sector (i.e., the Moon to Mars and Artemis programs). NASA must report on certain details of these partnerships, including the respective amounts of government and private sector contributions.

The bill also provides for private sector involvement with the International Space Station (ISS), including authorizing private sector missions to the ISS to advance commercial spaceflight and requiring NASA to partner with the private sector to support the eventual deorbiting of the ISS.

In addition, NASA must continue to support improvements to space technology, including lunar communications. NASA must also evaluate and conduct research programs relating to experimental aircrafts, hypersonic research, and unmanned aircraft systems (i.e., drones).

The bill also establishes certain requirements relating to earth science and monitoring, including requiring NASA to evaluate greenhouse gas detection capabilities and to distribute relevant earth science data to the agricultural industry. It also provides statutory authority for the Commercial SmallSat Data Acquisition Program, which supports NASA's earth science research.

Finally, the bill requires several reports and evaluations of NASA programs and policies, including an external review of the National Space Grant College and Fellowship Program and a report on NASA's early cost estimates for missions.

NASA Reauthorization Act of 2024 

This bill modifies and limits the review of certain semiconductor (i.e., microchip) projects under the National Environmental Policy Act of 1969 (NEPA) and the National Historic Preservation Act (NHPA).

Specifically, the bill exempts from NEPA and NHPA specified semiconductor projects that receive financial assistance under the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021.

Next, the bill allows the Department of Commerce to serve as the lead agency for the review of a semiconductor project that receives such financial assistance but is not exempted from review under NEPA. A single environmental document and joint record of decision must be prepared for a semiconductor project. In completing the environmental review, Commerce may adopt a prior study or decision under certain circumstances. The bill also allows a state to assume the responsibility of an environmental review under NEPA for a semiconductor project.

Finally, the bill sets a statute of limitations for certain claims under NEPA.

Building Chips in America Act of 2023 

This bill requires the U.S. Secret Service to apply the same standards for determining the number of agents required to protect Presidents, Vice Presidents, and major Presidential and Vice Presidential candidates. (The Department of Homeland Security identifies major Presidential and Vice Presidential candidates after consultation with an advisory committee composed of congressional leaders.)

Enhanced Presidential Security Act of 2024

This joint resolution nullifies the rule titled Multi-Pollutant Emissions Standards for Model Years 2027 and Later Light-Duty and Medium-Duty Vehicles and published by the Environmental Protection Agency on April 18, 2024. The rule established and modified requirements for certain light-duty or medium-duty vehicles (e.g., cars, trucks, and sports utility vehicles that are under a certain weight), including requirements related to (1) emission standards, such as a greenhouse gas emission standard; (2) the durability of batteries for certain electric and hybrid vehicles; and (3) measuring fuel economy.

Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Environmental Protection Agency relating to "Multi-Pollutant Emissions Standards for Model Years 2027 and Later Light-Duty and Medium-Duty Vehicles". 

This bill makes a state or political subdivision of a state ineligible for any federal funds the jurisdiction intends to use to benefit non-U.S. nationals (i.e., aliens under federal law) who are unlawfully present if the jurisdiction withholds information about citizenship or immigration status or does not cooperate with immigration detainers.

Specifically, such funds are denied to any jurisdiction that has a law, policy, or practice that prohibits or restricts any government entity from

    maintaining, sending, or receiving information regarding the citizenship or immigration status of any individual;
    exchanging information regarding an individual's citizenship or immigration status with a federal, state, or local government entity; 
    complying with a valid immigration detainer from the Department of Homeland Security (DHS); or 
    notifying DHS about an individual's release from custody.

The funding restriction does not apply to a law, policy, or practice that only applies to an individual who comes forward as a victim of or a witness to a criminal offense.

The bill applies beginning in the fiscal year following its enactment.

H. R. 5717

No Bailout for Sanctuary Cities Act 

This bill limits the disclosures required by issuers of securities as a result of a rulemaking and establishes the Public Company Advisory Committee.

First, the bill requires the Securities and Exchange Commission (SEC) to limit issuer disclosure requirements made in a rulemaking. Specifically, the SEC must provide that an issuer of securities is only required to disclose information in response to a rulemaking if the issuer determines that this information is material with respect to a voting or investment decision regarding the issuer’s securities.

The bill also requires the SEC to report on its website each required disclosure of nonmaterial information under current federal securities laws and regulations and a justification for the disclosure. The SEC must report this information to Congress every five years. The bill also establishes that a person's failure to disclose such nonmaterial information is not a liability in a private action.

Further, the bill establishes the Public Company Advisory Committee within the SEC. The committee must advise the SEC on regulatory priorities, public reporting and corporate governance of public companies, shareholder meetings and the proxy process, and other topics. The committee must be comprised of individuals who are officials of public companies, have senior managerial responsibility in associations that represent the interests of public companies, or provide professional advice and services to public companies.  

Finally, the bill requires the SEC to report on the effects of the European Union's directives on corporate sustainability, particularly on U.S. companies, consumers, and investors.

Prioritizing Economic Growth Over Woke Policies Act 

This bill revises the requirements for an accrediting agency to be recognized by the Department of Education as a reliable authority on the quality of education being offered at an institution of higher education (IHE).

Specifically, an accrediting agency must confirm that its standards do not require, encourage, or coerce an IHE to (1) support, oppose, or commit to supporting or opposing specific partisan, political, or ideological viewpoints or beliefs or specific viewpoints or beliefs on social, cultural, or political issues; or (2) support or commit to supporting the disparate treatment of any individual or group on the basis of any protected class under federal civil rights law.

Additionally, an accrediting agency must confirm that its standards do not prohibit an IHE from having a religious mission. The accrediting agency may not prohibit the IHE from requiring an applicant, student, employee, or independent contractor to provide a statement of faith or adhere to a code of conduct.

The bill specifies that an IHE shall be eligible to participate in federal student aid programs if the IHE is in compliance with the standards of the accrediting agency that assesses the IHE in accordance with statute.

End Woke Higher Education Act 

This bill provides continuing FY2025 appropriations for federal agencies, provides emergency funding for disaster relief, extends various expiring programs and authorities, and modifies voter registration requirements for federal elections.

Specifically, the bill provides continuing FY2025 appropriations to federal agencies through the earlier of March 28, 2025, or the enactment of the applicable appropriations act. It is known as a continuing resolution (CR) and prevents a government shutdown that would otherwise occur if the FY2025 appropriations bills have not been enacted when FY2025 begins on October 1, 2024.

Continuing Appropriations and Other Matters Act, 2025

This bill establishes certain criminal grounds for making non-U.S. nationals (aliens under federal law) inadmissible and expands the crimes for which a non-U.S. national is deportable.

First, the bill establishes that a non-U.S. national is inadmissible if the individual has admitted to or is convicted of acts constituting the essential elements of stalking, child abuse, child neglect, child abandonment, a sex offense, conspiracy to commit a sex offense, a violation of certain protection orders, and domestic violence (including physical or sexual abuse or a pattern of coercive behavior when it occurs within certain close relationships). 

Next, the bill establishes additional grounds for deportation. Under current law, a non-U.S. national is deportable for certain criminal convictions, including domestic violence, stalking, and child abuse. The bill makes any sex offense (including crimes against minors) or conspiracy to commit a sex offense a basis for deportation. The bill also expands the domestic violence crimes that make a non-U.S. national deportable to include physical or sexual abuse or a pattern of coercive behavior when it occurs within certain close relationships.

Violence Against Women by Illegal Aliens Act

This bill provides statutory authority for the continuation of U.S. policy related to country of origin marking for imported goods that are produced in the West Bank or Gaza. Currently, such goods must carry specified markings that indicate their origin. Further, the bill prohibits the use of any funds made available to the Department of State or to U.S. Customs and Border Protection to rescind or change this policy.

Anti-BDS Labeling Act

This bill generally requires fiduciaries of employer-sponsored retirement plans to make investment decisions based only on pecuniary factors (i.e., factors that a fiduciary prudently determines are expected to have a material effect on the risk or return of an investment based on appropriate investment horizons consistent with the plan's policies and objectives).

The bill allows nonpecuniary factors to be considered in certain situations, such as when selecting investment options for certain participant-directed retirement plans or if the fiduciary is unable to distinguish between investment alternatives on the basis of pecuniary factors alone.

Protecting Americans’ Investments from Woke Policies Act

This bill requires the Federal Communications Commission to establish the 6G Task Force to report on sixth-generation wireless technology, including the status of setting standards for and possible uses of such technology. The task force shall be composed of representatives of (1) trusted companies in the communications industry; (2) trusted public interest organizations or academic institutions; and (3) federal, state, local, and tribal governments.

This bill reauthorizes several programs that support autism education, research, and resources.

Specifically, the bill reauthorizes through FY2029 (1) the Developmental Disabilities Surveillance and Research Program that is administered by the Centers for Disease Control and Prevention; (2) activities administered by the Department of Health and Human Services (HHS) to support autism education, early detection, and intervention; and (3) the Interagency Autism Coordinating Committee in HHS.

It also updates and establishes various related reporting requirements, including by requiring the Government Accountability Office to report on how to increase the number of developmental-behavioral pediatricians through certain training programs.

This bill prohibits specified tax-exempt organizations from making contributions to political committees for eight years from the date of receiving a gift or contribution from a foreign national. Specified tax-exempt organization means, with respect to any taxable year, any organization described in Section 501(c) of the Internal Revenue Code (IRC) and exempt from tax under Section 501(a) of the IRC if (1) the gross receipts of such organization for such taxable year equal or exceed $200,000; or (2) the assets of such organization (determined as of the close of such taxable year) equal or exceed $500,000.

This bill excludes from the new clean vehicle tax credit vehicles that contain components or material processed by a prohibited foreign entity (i.e., a terrorist organization) or an entity with ties to China, Iran, Russia, or North Korea.

End Chinese Dominance of Electric Vehicles in America Act of 2024

This bill makes changes to the Committee on Foreign Investment in the United States (CFIUS), including by requiring CFIUS to determine whether a national security review is necessary for reportable agricultural land transactions that are referred by the Department of Agriculture (USDA). (CFIUS oversees the national security risks of certain foreign investment in the United States. CFIUS has the authority to review covered transactions, which include mergers, acquisitions, and takeovers that could result in foreign control of a U.S. business; certain investments in businesses involved in critical technologies, critical infrastructure, or sensitive personal data; and certain real estate transactions.)

Specifically, the bill directs CFIUS to, after receiving notification from USDA, determine (1) whether a reportable agricultural land transaction is a covered transaction, and (2) whether CFIUS should initiate a national security review or take another action with respect to the transaction. 

Reportable agricultural land transaction means a transaction (1) that USDA has reason to believe is a covered transaction; (2) that involves the acquisition of an interest in agricultural land by a foreign person of China, North Korea, Russia, or Iran; and (3) with respect to which a foreign person is required to submit a report to USDA regarding their agricultural land transactions.

The bill also expands the membership of CFIUS to include the Secretary of Agriculture on covered transactions that involve agricultural land, agricultural biotechnology, or the agriculture industry (e.g., agricultural transportation, storage, and processing).

Protecting American Agriculture from Foreign Adversaries Act of 2024

This bill reestablishes an initiative related to China within the National Security Division of the Department of Justice (DOJ) and outlines the goals and requirements for this initiative.

In 2022, DOJ ended a program named the China Initiative. This bill reestablishes and renames it the CCP Initiative to (1) counter nation-state threats to the United States; (2) curb spying by the Chinese Communist Party (CCP) on U.S. intellectual property and academic institutions; (3) identify and prosecute individuals engaged in trade secret theft, hacking, and economic espionage; and (4) protect U.S. critical infrastructure from foreign threats.

Protect America’s Innovation and Economic Security from CCP Act of 2024

This bill establishes that any convention or agreement on pandemic-related issues reached by the World Health Assembly (WHA) pursuant to a specified negotiating body shall be deemed to be a treaty requiring the advice and consent of the Senate.

Specifically, this bill applies to any international instrument negotiated by the intergovernmental negotiating body established by the WHA in December 2021 to strengthen pandemic prevention, preparedness, and response.
